And he added that he would make another – the fourth in a row – attempt to convene consultations of the guarantor states of the Budapest Memorandum (including Russia). “If they do not take place again or if there are no guarantees of the security of our state as a result of them, Ukraine will have every right to believe that the Budapest Memorandum does not work and all package decisions of 1994 have been called into question,” Volodymyr Zelenskyy warned.
