Vladimir Putin instructed to create conditions for the return of the departed residents of Donbass

The Russian authorities must create conditions for the return of Donbas residents to their homeland. This item is supplemented by the Concept of the state migration policy of the Russian Federation, follows from the decree of the President of the Russian Federation Vladimir Putin.

“Supplement with a subparagraph <...>: creation of conditions for the return, including from abroad, of residents of the Donetsk People’s Republic, Luhansk People’s Republic, Zaporozhye region and Kherson region, who left their places of permanent residence during the period of the special military operation, – says in the document.

The head of state also instructed to take measures to reduce the outflow of citizens abroad. The decree notes that in 2022, “under the influence of changed socio-economic conditions,” the number of Russians who went abroad increased. In this regard, Putin called for the creation of “attractive financial, social and other mechanisms for preserving human capital.”

In addition, it follows from the decree that the Concept was supplemented with a clause on the need to increase the scale of attracting foreigners to work in Russia.

The decree comes into force from the date of signing – May 12.

Against the backdrop of Russia’s special operation in Ukraine, there were several waves of emigration of Russians. The first occurred immediately after the outbreak of hostilities in February 2022, the second – after the announcement of a partial mobilization in Russia.

Previously in the Kremlin declaredthat the authorities of the Russian Federation “should do everything” so that the rest of the Russians who left wanted to return. Press Secretary of the President of the Russian Federation Dmitry Peskov noted that each of those who left Russia “could have different reasons.” “Those who have not slipped onto the path of a truly hostile attitude towards our country are our citizens, for whom we need to fight,” he added.

In the fall of 2022, according to the results of referendums, the DPR, LPR, Zaporozhye and Kherson regions became part of the Russian Federation. Putin stressed that the inhabitants of the annexed territories “become citizens of the Russian Federation forever.”
