Deputy Chairman of the State Duma from the New People party, Vladislav Davankov, sent a draft law to the Russian government for review, which proposes to expel migrants from the country for harassing citizens.
“We are constantly complaining about harassment from migrants. This happens especially often in summer, when girls wear revealing clothes. In some areas, people are afraid to go out – both children and adults. In Russia, such behavior is unacceptable. Those who let loose their hands and do not observe the norms of decency must be deported on the same day, on the very first flight, ”the press service of the New People quotes the words of Mr. Davankov.
According to the parliamentarian, Article 20.1 of the Code of Administrative Offenses (“Petty hooliganism”) should be supplemented with a clause on a fine in the amount of 4,000 to 5,000 rubles. and deportation for “abusive harassment of others by foreign citizens and stateless persons.” “The bill provides for the deportation of foreign citizens convicted of offensive harassment of people in order to ensure the safety of Russian society and reduce social tension,” the explanatory note to the document says (available to Kommersant).
As an example of an offense for which a migrant must be subjected to deportation from the Russian Federation, he cited incident in Nakhabino near Moscow. There, the day before, on August 23, Shahzod Juraboev, a visitor from Tajikistan, hit the girl because of short shorts. The man was detained, the security forces opened a criminal case against him under Part 2 of Art. 282 of the Criminal Code (inciting hatred or enmity). During interrogation, he explained the act by saying that he “saved the girl from sin.” TASS reported that the attacker was suffering from a mental disorder.
