At the beginning of the plenary session on February 28, Chairman of the State Duma Vyacheslav Volodin gave deputies statistics on bills that have been in committees “without movement” since the beginning of the VIII convocation. The speaker also reported general statistics on how many initiatives are under consideration in each committee and how many of them are submitted by the White House. Four deputies told Vedomosti about this.

The speaker brought the information to the deputies in a mode closed from journalists during the consideration of the agenda of the meeting.

In total, 1,369 bills are currently under consideration in the State Duma (including 285 government ones). Of these, since the beginning of the VIII convocation, 402 bills (including 72 government ones) have not moved.

Most of the bills are currently under consideration in the State Construction Committee – 362 (26.4% of the total number of initiatives in the State Duma). Of these, 85 are governmental. The same committee has the most bills that have been sitting idle since the beginning of the 8th convocation – 143 bills (39.5% of the bills that are in the committee’s portfolio), including 33 government ones.

Next in terms of the total number of bills under consideration are the committees on labor and social policy (90), on the financial market (74), on economic policy (70), on the budget and on construction (64 each).

In terms of the number of bills that were not considered in the VIII convocation, after the State Construction Committee, the leaders are the Economic Policy Committee (32), the Transport Committee (27), the Health Protection Committee (19) and the Budget Committee (17).

The Committee on Nationalities Affairs is the least loaded. He has one bill pending.

There are now three initiatives in the committee on youth policy, four on tourism, five on small and medium-sized businesses and on the development of the Far East. At the same time, for example, two out of four bills in the tourism committee are without movement, and in the committee for the development of the Far East – three bills out of five are without movement.

The largest share of bills without movement is in the Committee on International Affairs: there, out of eight bills, with five, nothing has happened for several years.

One of the deputies says that Volodin promised to bring such statistics to the deputies every month. He assumes that this is done so that the chairmen of the committees sort out the bills that are in the committees.

At the beginning of the VIII convocation, Volodin took the initiative to introduce the KPI of the State Duma committees. He entrusted the work on them to the first vice-speaker Ivan Melnikov. Suggestions were collected from the committees on how KPIs could be built. Melnikov told reporters in June 2022 that it was planned to evaluate the effectiveness of the work of the committees in three blocks of indicators: procedural (implementation of the norms of the State Duma regulations), semantic (publicly significant results of work) and control (participation of committees in the analysis of how adopted laws work). However, KPIs have not yet been introduced.

Vedomosti wrote that on January 26, a meeting was held in the State Duma between Deputy Prime Minister and head of the government apparatus Dmitry Grigorenko and state secretaries of ministries with vice speakers of the lower house of parliament and heads of Duma committees. At this meeting, Grigorenko promised to withdraw the government’s initiatives, which have been in the Duma for a long time.

Chairman of the State Duma Committee on State Construction Pavel Krasheninnikov said at the time that they had 352 bills under consideration in the committee, of which 77 were submitted by the government. Of the 77 bills, 46 have actually been suspended for reasons beyond the control of either the committee or the government: one bill has been in the committee since the fifth convocation, four from the sixth, 34 from the seventh, and seven from the eighth, Krasheninnikov said. He proposed that these bills be either withdrawn or agreed to be rejected.
