Vedomosti: The Ministry of Finance proposed sequestering unprotected budget items

The Finance Ministry has recommended cutting spending by Russian ministries on unprotected budget items by 10% amid rising overall spending, they said. Vedomosti sources familiar with the situation. The material clarifies that such a decision does not mean minimizing budget spending. According to the newspaper’s source, close to the presidential administration, “the amount of expenses of 27 trillion rubles was discussed.”
“The draft federal budget for the next three years is still being formed, the parameters have not yet been approved. At the same time, it is important to note that it will take into account all expenses for the president’s designated tasks, as well as for regulatory obligations, such as wages and accruals for wage payments, subsidies and subventions to regional budgets, ”explained a representative of the Ministry of Finance.
According to the sources of the newspaper, the sequestration of protected budget items (pensions, medicine, social benefits) is not planned in the government. The interlocutor of Vedomosti in the Ministry of Defense stressed that there is also no talk of reducing the funding of the state defense order in 2023.
The Ministry of Finance proposed to carry out a similar reduction in unprotected budget expenditures in 2020. Then it was clarified that the ministry, in particular, recommended abandoning the indexation of salaries of officials and reducing appropriations for the state armaments program.
Currently the government continues finalize the budget for 2023-2025. It is expected to remain conservative in terms of government spending, and fiscal policy until 2025 will be relatively loose. “On the one hand, it is necessary not to violate macroeconomic stability based on financial stability. On the other hand, to fulfill all the obligations undertaken and ensure the fulfillment of the set goals in the economy and in the social sphere,” Finance Minister Anton Siluanov commented on the budget being developed.
