United Russia will hold a seminar to prepare for the 2024 elections

United Russia will hold a seminar for the leaders of the regional executive committees of the party, at which they will discuss the upcoming elections in 2024. The seminar will be held on November 1-3 and will be devoted to “party building, preparing the personnel “bench” and preparing regional branches” for a single voting day in 2024. Based on the results of the seminar, it is planned to develop and discuss a unified standard for the readiness of regional branches for election campaigns. Among the organizers of the seminar is the United Russia Higher Party School.

The leaders of regional executive committees, together with the leadership of the party and the central executive committee of United Russia, as well as invited experts, will analyze the regional elections held in September, consider forecasts for the 2024 electoral cycle and study forecasts for the upcoming elections, the party told Vedomosti. The seminar will also discuss issues of building campaign networks and the primary link of the party, preparing a base of supporters, agitation and propaganda. The seminar will be attended by the secretary of the party’s General Council Andrei Turchak and his deputies, the head of the United Russia Central Election Commission Alexander Sidyakin and his deputies. The participation of State Duma deputies, political scientists and sociologists is also planned.

At a seminar for the heads of regional executive committees of United Russia, preparations for the 2024 election cycle will be discussed, Deputy Secretary of the General Council of the party in power, Sergei Perminov, told Vedomosti. There will also be a discussion of the results of the elections held in September 2023, he adds: “We will discuss what worked, what did not work, and we will make an approach to developing a map of the readiness of the regional branch for the election campaign.” According to Perminov, the seminar participants will also discuss the digitization of the technological process and agree on KPIs for 2024.

The United Russia Higher Party School has several educational modules for politicians and political managers, which constantly analyze the mood of voters, technology, the political situation, the effectiveness of various tools, analyze election cases, the work of regional branches in the inter-election period, the implementation of party projects, says the head Foundation for the Development of Civil Society, one of the political consultants who will be at the seminar, Konstantin Kostin. “Campaign, technological and communication tools change from election to election. It is important for the leadership of executive committees in the regions, deputies and candidates to monitor, analyze them, and receive professional assessments in order to use them in their work,” he says. According to Kostin, they plan to discuss the 2024 election campaigns – not only the autumn regional elections, but also the presidential elections.

The seminar will discuss the presidential elections, since “they are the main ones next year, and United Russia, of course, must prove itself in them,” says political scientist Evgeniy Minchenko. Most likely, the election scenario will be a plebiscitary one, but United Russia will certainly have its own role in the campaign as the main political force supporting the current president, Kostin says. United Russia is interested in showing its role in the campaign, and this seminar is both a way to demonstrate this and an opportunity to adapt party structures to the upcoming elections, says political scientist Mikhail Vinogradov.
