The leadership of the United Russia party (ER) on Monday met with the deputies of its Duma faction to sum up the legislative activity for the year and talk about plans for the future. One of the main areas of work of United Russia in the Duma was the support of mobilized citizens and their families, as well as the adoption of bills aimed at overcoming the negative effect of anti-Russian sanctions.

The secretary of the United Russia General Council, Senator Andrei Turchak, who represented the leadership of the party at the meeting, was himself a co-author of some important bills – for example, on granting the status of a combat veteran to civilians working in the conflict zone. Then a similar decision was made for volunteers. Also, the participants of the SVO and their family members were granted the right to credit holidays, during which a ban on the accrual of penalties, penalties and fines will be in effect.

At the same time, Mr. Turchak reported on the upcoming initiatives. Thus, the United Russia proposes to include the mobilized, volunteers and members of their families in the number of persons who receive priority support from the employment authorities in finding employment. “This will give them the priority right to undergo vocational training, and, if necessary, various types of rehabilitation, including psychological,” the Secretary of the General Council emphasized. Also, the party will prepare a draft law on the pre-emptive right of the participants of the SVO to apply for a job in state organizations and institutions. And their families want to be included in the program to support citizens through a social contract, under which you can receive up to 350 thousand rubles. for training and starting a business. “For many families with children, whose heads are now at the front, this could be a serious support,” Andrei Turchak explained. He also said that “the preparation of a new edition of the law on employment is at the finish line,” and asked the deputies to take into account all these proposals.

The head of the United Russia faction, Vladimir Vasiliev, in turn, shared Duma statistics: this year, United Russia drafted 330 bills (either on their own or in collaboration with senators), 115 of them were adopted and received the status of laws.

At the same time, the United Russia Expert Council on Legislative Activities, as its head Dmitry Vyatkin told Kommersant, considers not only United Russia bills – initiatives proposed or supported by United Russia are sometimes made by representatives of other factions. “Now this is a common practice within the framework of inter-factional interaction,” the deputy explained. This is probably why the list of “socially significant bills of the United Russia” for 2022, prepared for the meeting on December 19, included, for example, amendments to the Labor Code from the LDPR deputy Yaroslav Nilov on guarantees for the preservation of jobs for the participants of the SVO. In total, as Mr. Vyatkin said at the meeting, in 2022 the expert council received 351 initiatives, 151 of them were supported, 46 were sent for revision, and 119 were withdrawn by the authors. The most popular topics were housing and communal services, defense and security, economic development and entrepreneurship, and social support for citizens.

First Vice Speaker Alexander Zhukov spoke about the “anti-sanctions” initiatives of the United Russia. According to him, the main instrument of financial policy was “the development and implementation by the government, together with the Central Bank, deputies and senators from the United Russia, of a plan of priority actions to ensure the stability of the Russian economy in the face of external sanctions pressure.” On this topic, United Russia formulated “more than 1.5 thousand proposals, including 1.3 thousand from regional branches and supporters of the party,” the deputy reported. As a result, the mentioned plan included more than 160 measures proposed by United Russia. “More than 80 of our proposals are already being implemented within the framework of certain areas of state programs and national projects,” Mr. Zhukov emphasized, adding that only to implement the plan, “53 counter-sanctions laws were quickly adopted this year.”

Political scientist Aleksey Makarkin states that United Russia members “attribute some of the initiatives to themselves, since they vote for them, without going into details, especially since this is not particularly important for their voters either.” According to the expert, the “principle of the Marquis of Carabas” has become a classic of political practice, when during election campaigns the United Russia attributes to itself the achievements of others. “Everything the party has to do with is included in the report.
