United Russia is finishing work on work restrictions for Russians who have left

United Russia explained what the amendment to the Labor Code would be, which could prohibit Russians from working from abroad. “Meaning [поправки в ТК] will be that it will not be allowed to conclude an employment contract or an agreement to an employment contract on remote work for persons who, according to Russian tax legislation, are not residents of the Russian Federation, and according to the list of specialties to be determined by the government, ”the deputy head of the United Russia” Andrey Isaev. According to him, this will concern specialists who work in the defense sector, ensuring the security system, the financial sector and other industries. He did not list the entire list.

Isaev emphasizes that this is “no discriminatory law.” “This is about the safety of our citizens. For example, a person works in the banking sector, he has access to corporate mail and a database. We would not want such information to fall into the hands of fraudsters located abroad,” Isaev said. According to him, the bill was initiated by Senator Andrei Klishas, ​​Isaev also supplemented it with his proposals. “In the near future, the text of the bill, which will be discussed, will appear,” he said. Isaev noted that since this will be an amendment to the Labor Code, it will be discussed at the tripartite commission for the regulation of social and labor relations, as well as at the expert platforms of United Russia.

Isaev once again emphasized that the bill is aimed at “securing our citizens from getting their personal data to unknown people, if a person is physically outside our homeland under someone’s influence.”

Senator Klishas said in an interview with Vedomosti on December 5 that the authorities could develop measures that “make being abroad less comfortable” for Russians who have left the country since the beginning of partial mobilization. “Many of them fled, but continue to work in Russian companies remotely,” he explained. – Can we change the law in this regard and limit the schemes that allow people to work there [за рубежом], and receive money from here, and we cannot understand whether they pay all taxes? Can”. The senator added that, in his opinion, restrictions on work from abroad should be introduced “for [сотрудников] sensitive areas” of the economy. He cited transport security and the public sector as examples of such industries. According to the senator, the departure of Russians after the start of mobilization “from the point of view of moral and ethical” is more likely to be condemned than not. “You can probably say that everyone is in a different situation, but basically, it seems to me, people still condemn such behavior when citizens flee the country from mobilization,” he specified.

Finance Minister Anton Siluanov said at the end of November that the Finance Ministry was inclined not to change the residency status of Russians working abroad, which would allow them to pay taxes at the same rate as those working in Russia – 13%. He explained that the department considered the relevant issue and discussed it with representatives of the parliament. In October, Siluanov called the idea of ​​imposing personal income tax on the salaries of Russians who left the country and continue to receive income from Russia, “a matter of fair taxation.”

Two interlocutors close to the presidential administration say that the initiative under discussion belongs to Senator Klishas, ​​and not to the Old Square. The interlocutor in United Russia is not sure that the initiative will be accepted. “There is an opinion that people will come to their senses and return,” he says.

In November, it became known that from July to September the number of departures of Russians to Kazakhstan, Armenia, Kyrgyzstan, Tajikistan, Mongolia and Abkhazia was a record for five years, according to the FSB. In total, from July to September, Russians traveled abroad 9.7 million times, which is almost 2 times more than in the second quarter of the year (5 million) and 1.2 million more than in July-September last year.
