United Russia (ER) has decided on four candidates who will compete for vacant seats in the State Duma in the by-elections on September 10. The winners of the preliminary intra-party vote were the deputy of the Simferopol City Council Yuri Nesterenko, the speaker of the Lipetsk Regional Council Dmitry Averov and the deputy of the Circassian City Duma Soltan Uzdenov. In the Krasnoyarsk Territory, the primaries have just begun, but their favorite is obvious: this is the former mayor of Krasnoyarsk and the current vice-governor of the region, Sergei Eremin. The opposition is not in a hurry to disclose the names of its candidates.

The first candidate from United Russia was determined in Simferopol constituency No. 19. Here, the primaries were held at the end of May according to the first, open model – when everyone can vote. The winner by a significant margin was the deputy of the City Council of Simferopol Yuri Nesterenko – the son of the ex-deputy of the Supreme Council of Crimea, the head of the Simferopol cell of the Ukrainian Party of Regions and furniture magnate Yuri Nesterenko, who was killed in 2007. A Kommersant source familiar with the situation calls Mr. Nesterenko Jr. not the most recognizable, but one of the wealthiest municipalities (in 2021, he declared an income of 107.3 million rubles), and explains his claims to the Duma mandate by being close to the speaker of the State Council of Crimea Vladimir Konstantinov.

Recall that Alexei Chernyak, a deputy from the Simferopol District, resigned in September 2022, citing the need “to be in Crimea at this difficult time — in the same ranks with the Crimeans.” Three more vacant mandates appeared in the State Duma after the death of the current parliamentarians from United Russia: on April 23, it became known about the death of Nikolai Bortsov (Lipetsk region) and Jasharbek Uzdenov (Karachay-Cherkessia), and on May 31 Krasnoyarsk deputy Viktor Zubarev passed away.

In the Lipetsk constituency No. 114 (the north of the Lipetsk region), the primaries were held according to the fourth model – when everyone can take part in the vote, but after preliminary registration. The chairman of the regional council, Dmitry Averov, was supported by 75% of the electors. “The governor has long wanted to send him to the federal level,” says an informed Kommersant source, calling the speaker a “confidant” of the head of the region, Igor Artamonov. For Mr. Averov, this is the third attempt to get into the Federal Assembly. In 2021, he won the primaries in the neighboring district, but did not go to the State Duma elections, giving way to Mikhail Tarasenko, who lost the preliminary vote. After that, Governor Artamonov delegated Dmitry Averov to the Federation Council (in place of the ex-governor Oleg Korolev, who resigned due to a high-profile accident), but the Federation Council first stated that they had not received the documents, and as a result, the place of the senator was taken by the doctor Oksana Khlyakina.

In the Karachay-Cherkess constituency No. 16 (it covers the entire territory of the republic), the son of the late deputy Uzdenov, the deputy of the Cherkessk City Duma, Soltan Uzdenov, won the primaries with an even more convincing result – more than 80% of the electors voted for him (voting also took place according to the fourth model). According to Kommersant’s sources, the nomination of Mr. Uzdenov Jr. was expected: it is believed that in this way the head of the KChR, Rashid Temrezov, supports the Uzdenov clan, which is very influential in the republic.

Finally, in the Divnogorsk constituency No. 56 (south of the Krasnoyarsk Territory), the primaries have just begun – on the evening of June 16, the acceptance of applications from “candidates for candidates” ended. Despite this, the favorite of the preliminary vote is obvious: this is the former mayor of Krasnoyarsk Sergey Eremin. The press service of the regional branch of the United Russia found it difficult to clarify who else, besides him, is participating in the primaries.

Mr. Eremin became the head of Krasnoyarsk in 2017, and in August 2022 he moved to the post of vice-governor for the improvement of the regional capital and the development of municipalities. “This is an artificial position, invented specifically for Eremin and without any authority,” says Krasnoyarsk political scientist Sergei Komaritsyn. Work in the State Duma will be a “worthy way out” both for the ex-mayor himself and “for everyone,” the expert believes. Vasily Damov, head of the communication agency Sibmedia Agency, agrees with him: “Many people saw and understood that Eremin was clearly out of place. His position in the executive branch is purely decorative, there are no powers or resources. And the talk that he needs to look for a promotion has been going on for a long time, and just then the district was freed.

Opposition parties have not yet spread about who can compete with the candidates from the United Russia. Only the Karachay-Circassian communists have already decided on a rival for Soltan Uzdenov: he will be the first secretary of the Communist Party of the Russian Federation, a deputy of the People’s Assembly of the KChR, Kemal Bytdaev. According to Kommersant’s sources, Nikolai Bykovskikh, deputy of the regional council from the Communist Party of the Russian Federation, and Anatoly Yemelyanov, coordinator of the Lipetsk LDPR, who ran in the same constituency in 2021, may be nominated against Dmitry Averov, according to Kommersant’s sources. And in the Krasnoyarsk cells of the Communist Party of the Russian Federation, the Liberal Democratic Party and A Just Russia – For Truth, they promise to nominate candidates this week.
