United Russia submitted amendments to the State Duma for the second reading of the draft federal budget for 2023-2025, agreed with the relevant ministries. Traditionally, party amendments add funds to the budgetary spending of a social nature. This time, the total amount added to spending in 2023 is 35.5 billion rubles, for a total of 59 billion rubles for the three-year period. This money will be used to solve a wide range of tasks – from rural development and employment centers to spending on supporting Russian culture abroad and restoring cultural heritage sites in the regions.

In the first reading, the draft law on the federal budget for the next three years was accepted October 26th. The second reading of the document is scheduled for November 22, within the framework of which a part of the budget appropriations is usually redistributed within the total amount of expenditures approved in the first reading. As a rule, two groups of amendments are intended for adoption – from the government and from United Russia. Last year, the government proposed to redistribute spending by 641 billion rubles, United Russia – by 45 billion rubles.

This year, the White House has not yet formulated the amendments, but United Russia announced proposals for a total of 59 billion rubles, of which 35.5 billion are intended for the 2023 budget.

In particular, the amendments provide for the allocation of an additional 1.5 billion rubles. to support 4.5 thousand agricultural producers. This will double the supply of agricultural machinery under preferential leasing (up to 35,000 units) until 2025. It is proposed to allocate an additional 8 billion rubles for the development of rural areas in 2023. This, in particular, will help provide 31 thousand people with the opportunity to connect to the centralized gas supply.

In addition to the 2 billion rubles allocated for the program to improve the efficiency of the use of agricultural land. in 2023, it is planned to allocate an additional 1 billion rubles in order to put into operation an additional 5.7 hectares of land through irrigation and reclamation measures, and to involve 59 hectares of land through cultural and technical activities.

In addition, it is proposed to increase the financing of social support for citizens with the help of a social contract by 7.5 billion rubles. annually. This will make it possible to provide payments for individual entrepreneurs (350 thousand rubles), for personal subsidiary farming (200 thousand rubles) and thus support 400 thousand citizens a year. 2.5 billion rubles are reserved for vocational training and additional vocational education of citizens, thanks to which 42 thousand people in 2023 will be able to undergo professional retraining or improve their qualifications.

Also, United Russia proposes to allocate 8 billion rubles. additionally in 2023 to provide communications to small settlements, where from 100 to 500 people live, to connect 314 settlements to the Internet, selected according to the results of the All-Russian vote in 2021, and to ensure the construction of mobile communication base stations in 1.8 thousand units. settlements selected as a result of such a vote in 2022.
