On April 23, the United Russia faction announced the death of two State Duma deputies at once. In the evening, a deputy from Karachay-Cherkessia, Jasharbek Uzdenov, died.

Jasharbek Borisovich Uzdenov, a member of the State Duma (“United Russia”), the former Minister of Natural Resources and Ecology of the Karachay-Cherkess Republic, died after a severe and prolonged illness,” said Vladimir Vasiliev, head of the faction, expressing condolences to his family and friends. Uzdenov was 56 years old.
Five hours before, the faction announced the death of a deputy from the Lipetsk region, Nikolai Bortsov. “Sad news. Today, at the age of 78, our colleague, comrade, member of the United Russia faction in the State Duma, Nikolai Ivanovich Bortsov, died suddenly. In the lower chamber, Nikolai Ivanovich represented the interests of the Lipetsk region and worked fruitfully for the benefit of his district and its inhabitants. The same age as the victory, he devoted his whole life to the development of the region,” Vasilyev said.
Uzdenov was a member of the State Duma Committee on Ecology, Natural Resources and Environmental Protection, Bortsov was a member of the Committee on Nationalities. Moreover, if Uzdenov in 2021 for the first time became a deputy of the State Duma, then Bortsov was a deputy since 2003 – a deputy of five convocations.
Bortsov was one of the richest parliamentarians and in 2021 entered the list of wealthy Russians according to Forbes, ranked 194th with a fortune of $550 million. He earned capital from the sale of 75.5% of the Lebedyansky plant in the Lipetsk region to PepsiCo Corporation. “He grew up in the post-war difficult years, went from a loader at a pasta factory to the director of the Lebedyansky cannery in the Soviet years,” said the governor of the region, Igor Artamonov. – He continued to develop the enterprise in the 90s, turning Lebedyansky OJSC into the largest juice producer in the country.
Both deputies were elected in single-member constituencies. That is, in September 2023, by-elections to the State Duma will have to be held in the Lipetsk region and Karachay-Cherkessia.
