The Committee on Budget and Taxes recommended that the State Duma adopt the draft federal budget for 2024-2026 in the first reading; the United Russia and LDPR factions supported the document. Bill discussed at the committee meeting on October 24.

Chairman of the Committee Andrey Makarov notedthat United Russia will vote for the draft federal budget and work together with the government to improve it. He also emphasized that it is important for the faction to implement the president’s messages, which are part of the party’s program.

Deputy Chairman of the Committee Kaplan Panesh clarified that his LDPR faction will support the budget bill and “will continue to work systematically.”

Representatives of the Communist Party of the Russian Federation and “A Just Russia – Patriots – For Truth” opposed the adoption of the document. Deputy from the Communist Party of the Russian Federation Denis Parfenov said that when developing the document, the Cabinet of Ministers did not take into account the faction’s proposal to fill the revenue side of the budget. First Deputy Chairman of the Committee Alexander Remezkov added that the faction “A Just Russia – Patriots – For Truth” is against it because it does not support the budget rule and the tax maneuver.

Government contributed the draft federal budget to the State Duma on September 29. Deputies plan to consider the bill in the first reading on October 26. The document can be considered in the second reading on November 15, in the third – on November 17.

Previously, Finance Minister Anton Siluanov presented draft federal budget at the budget committee. He called ensuring the needs of the army and the country’s security one of the main priorities of the budget, but the main focus of budget expenditures remains the fulfillment of all social obligations. He recalled that this expense item was adjusted upward compared to the current budget.

According to the draft federal budget, revenues in 2024 are planned at 35 trillion rubles, expenses at 36.6 trillion rubles. In 2025 and 2026 Budget revenues could amount to 33.5 trillion and 34.1 trillion rubles. respectively, and expenses – 34.4 trillion and 35.6 trillion rubles. The budget for next year is drawn up with a deficit of 1.6 trillion rubles. Siluanov noted, which in 2024, as well as 2025-2026. The Ministry of Finance plans the Russian budget deficit at a level below 1% of GDP.
