UN Security Council did not adopt Russia’s resolution to lift sanctions against Mali

The UN Security Council did not adopt the Russian draft resolution, which provided for the extension of the sanctions against Mali for the last time until September 2024 and the dissolution of the group of experts monitoring their implementation. Meeting broadcast walked on the UN website.
Russia’s Permanent Representative to the UN Vasily Nebenzya noted that sanctions should not turn “into an instrument of external pressure on Mali’s internal political problems.” According to him, the potential of the group of experts “has long been exhausted.” Nebenzya stressed that if the Russian resolution is not adopted, then “there will be no return to the discussion of some new project.”
As a result, the project did not receive the required number of votes. Russia voted for the resolution, Japan voted against. The rest of the countries abstained.
At the same meeting, the Russian Federation vetoed the draft resolution of France and the UAE. The countries proposed to extend the sanctions regime against Mali until August 31, 2024. During the voting, China abstained, the rest of the members of the Security Council supported the resolution. Nebenzya said that extending the sanctions against Mali is unproductive, since the republic has officially applied to the organization with a demand to lift them.
The sanctions against Mali expire on August 31, 2023. Both draft resolutions proposed an extension of the restrictions for another year. Since the documents were not adopted, the sanctions against Mali will cease to have effect from September 1 this year. At the same time, individual countries can independently extend restrictions against the republic, but such measures will not have justification in the form of a Security Council decision.
Sanctions against Mali have been in place since 2017. They include an asset freeze and a travel ban on those who, according to a group of experts of the UN Security Council sanctions committee, pose a “threat to the peace, security and stability” of the country and impede the implementation of the 2015 peace agreement .
