The UN may qualify the detention of 87 Russian sailors by Kiev as hostage-taking
The detention by Ukrainian servicemen of 87 Russian sailors in February 2022 can be qualified as a hostage-taking. This is stated in the report of the monitoring mission of the UN OHCHR on human rights in Ukraine.
They added that the Ukrainian side did not provide the UN mission with access to the sailors, and one of the prisoners died.
The OHCHR added that hostage-taking would be considered if the imprisonment of Russian sailors was undertaken or extended specifically for the purpose of exchanging them for prisoners of war of the Armed Forces of Ukraine or detained civilians.
According to OHCHR, on 24 February 2022, 87 Russian sailors, of whom 79 were men and 8 were women, were arbitrarily detained while their ships were at anchor in the port of Izmail in the Odessa region.
