Supervisory agencies are actively developing indicators of the risk of violations that allow them to conduct inspections of companies even in the moratorium on them until 2030. The prosecutor’s office no longer approves more than half of the departments’ requests for inspections, while risk indicators are approved by the government, and in order to carry out control measures, they must indicate a high probability of violations. A number of ministries, including the Ministry of Emergency Situations, the leader in the number of inspections, have already overfulfilled the plan, and there are lagging behind: for example, Rospotrebnadzor, which has increased its influence due to the pandemic, ranks second in the number of inspections, has not yet begun this work. However, they do not plan to force departments to a new order in the White House, risk assessment is the only way for them to regain control powers.
