TMT: Putin’s message may suggest renaming the NMD as a “counter-terrorist operation”

The Russian service of The Moscow Times (Roskomnadzor has restricted access to the Russian-language service of The Moscow Times, – Ed.), referring to two unnamed political technologists who cooperate with the Russian presidential administration, reports that Vladimir Putin, during his message to the Federal Assembly on February 21, may propose change the status of a special military operation to “counter-terrorist operation”.
One of the political technologists made a reservation that no one, except the President of Russia and his inner circle, knows what the final decision will be. At the same time, he believes that many in the Russian political elite will perceive this proposal by Vladimir Putin with optimism, since this may be followed by a de-escalation of the conflict.
The publication recalls that earlier State Duma deputy Dmitry Gusev had already proposed renaming the NWO into a counter-terrorist operation. The fact is that the CTO regime is regulated by Russian legislation, which clearly states in which territories and in what case it is introduced, what restrictions are provided for the population, what rights the security forces have and when this regime is canceled. In this case, the mode can operate for a long time. Thus, the article notes, the CTO regime was introduced in Chechnya in 1999, and was canceled only in April 2009.
