Three priority development areas in the Khabarovsk Territory will be merged into one

The Russian government approved the merger of all three priority development territories (TOR) – Komsomolsk, Nikolaevsk and Khabarovsk – into one, reported cabinet press office.

“The unified ASEZ” Khabarovsk “will cover the cities of Khabarovsk, Komsomolsk-on-Amur, Amursk, Nikolaevsk-on-Amur, as well as workers’ settlements, rural settlements and municipal districts in the Khabarovsk Territory,” the message says.

The government believes that thanks to this step, it will be possible to create a unified system for managing the development of these territories, increasing the efficiency of managing the investment stage of their development.

It is noted that the combined ASEZ will include additional sites for the implementation of the Far Eastern Quarter program in Khabarovsk, as well as an investment project to launch production with deep wood processing in the municipal district named after Lazo.

Earlier in June, the regional minister of economic development, Viktor Kalashnikov, announced the forthcoming resolution of the Cabinet of Ministers. Then he said that more than 120 investment projects worth more than 5 trillion rubles are being implemented in the region. How noted Agency “Khabarovsk Krai Today”, 90 residents of the ASEZ work in the region, 20 of them were created in 2022.

TASED (or TASED – territories of advanced socio-economic development) are special economic zones, for residents of which there are various administrative preferences and tax benefits, including income tax, land and property.

In the Far East, 22 priority development territories have now been created, each of which covers some part of the region and has its own specialization. As the Accounts Chamber noted earlier, most of the TOPs in the Far Eastern regions have passed the initial stage of development (5–6 years) and have begun to contribute to the economic development of the Far Eastern Federal District: as of December 1, 2021, the volume of attracted private investments amounted to 399.8 billion rubles, 38 300 jobs.

Last November, Deputy Prime Minister – Plenipotentiary of the President of the Russian Federation in the Far East Yuri Trutnev admitted that a single TOP could be created in the entire Far East, wrote then Vedomosti.
