Three new special economic zones will be created in Russia – Kommersant

Prime Minister Mikhail Mishustin signed resolutions on the creation of three new special economic zones – in Mordovia, Rostov and Tver regions. Also, by decision of the government, existing SEZs in the Kaluga and Lipetsk regions will be expanded.

According to press service government, among the innovations:

• IN Saransk and the Sistema SEZ will appear on the territory of the Lyambirsky municipal district in Mordovia. Its residents will be at least six companies specializing in the production of building materials, electrical equipment, electronic and optical products, chemical products, and mechanical engineering. The volume of investments exceeds 33.3 billion rubles, 775 jobs will be created.
• IN Novocherkassk SEZ “Rostovskaya” will be created. Eight companies engaged in the production of trailed and semi-trailer equipment and industrial refrigeration equipment plan to operate there. They will attract 8.6 billion rubles. investments and will create 790 jobs. A natural gas liquefaction complex, a plant for the production of equipment for wastewater treatment plants and a chemical plant will also be built in the city.
• In Kalininsky and Konakovsky municipal districts Tver region SEZ “Emmauss”. Its residents will be engaged in the production of polyethylene pipes, sheet metal processing, and the creation of cable cars. Private investors are ready to invest more than 17 billion rubles in their projects; about 8.4 thousand new jobs will be created.
• Borders of the current SEZ in Kaluga region will be expanded to include sites in the Babyninsky municipal district. Three pharmaceutical production facilities will be opened there, the volume of investment in their construction is about 17.2 billion rubles, and more than 2 thousand jobs will be created.
• The Lipetsk SEZ will be expanded by including a new territory in Lipetsk. They want to create a production of agricultural machines and trailers on the site of a former tractor factory in the city. It is planned to invest 32.4 billion rubles in the enterprise; its launch will create almost 2.5 thousand new jobs.

Meanwhile, the Ministry of Eastern Development has prepared a bill that removes some of the restrictions on the use of tax benefits under the preferential regime of the Kuril Islands. It is proposed to lift the ban on providing benefits to companies that are interdependent with organizations created in the Kuril Islands until 2022, that is, until preferences are established. This restriction was introduced to prevent existing businesses from using the regime for tax optimization purposes.
