The Ministry of Economic Development, without waiting for the end of hostilities, proposes to include the DPR, LPR, Kherson and Zaporozhye regions among the priority regions for the construction of hotels. The initiative, bold under martial law, was publicly announced at a meeting with Vladimir Putin by the head of the department, Maxim Reshetnikov, but for some reason remained unnoticed by the media. For investors who decide to build large 3-4 star hotels in new territories, the state promises to subsidize the rate on loans. The authorities want to make the resorts of the Sea of ​​Azov, which became the inland sea of ​​the Russian Federation during the NWO, a new vacation spot for Russians.

The program of concessional lending for the construction of hotels was launched in the Russian Federation in February 2021. The need for state support was explained, firstly, by the lack of quality rooms in the Russian regions. And secondly, long payback periods of such objects. “This is another step towards creating a high-quality infrastructure that will increase the attractiveness of domestic tourism,” Mikhail Mishustin explained. In less than two years, 89 projects were selected (a total of 28,000 rooms) worth 430 billion rubles. However, applications continue to be received, as the conditions of the state program are attractive for business. Investors can raise borrowed funds for the construction or reconstruction of at least three-star hotels with an area of ​​5,000 sq. m or more than 120 rooms, as well as sanatoriums. The minimum loan amount is 100 million rubles, the maximum is 70 billion rubles. Funds are issued for up to 15 years at a rate of 3-5% per annum.

At a recent meeting with Vladimir Putin, the head of the Ministry of Economics, Maxim Reshetnikov, who is responsible for tourism after the abolition of Rostourism and the dismissal of Zarina Doguzova, called the state program a “key tool” for building hotels. However, the first experience showed that investors are eager to build expensive hotels in widely promoted places, but they do not want to take care of the mass tourist and the opening of new locations. Of the 28 thousand rooms, approximately 30% are in five-star hotels and a little more than 50% in four-star hotels. Whereas the share of widely available “three rubles” does not even reach 20%.

Therefore, at the new stage, the Ministry of Economy proposes to clarify approaches and give soft loans, first of all, to builders of three-star hotels. Another criterion, according to Reshetnikov, should be “territorial priorities”, in other words, the location of the future hotel. In the first and most important territorial priority, he proposed to include hotels in special economic zones of a tourist and recreational type. In Russia, 10 such SEZs have been created: on Baikal (“Baikal Harbor”, “Gate of Baikal”), in Altai (“Turquoise Katun”), in the North Caucasus (“Arkhyz”, “Veduchi”, “Elbrus”, “Matlas”, “Mamison”, “Armkhi and Tsori”) and in the Tver region. (“Zavidovo”). But Reshetnikov’s next proposal sounded so unexpected that many, for sure, decided that they had misheard. “We also propose to attribute new territories to the first priority,” the minister said, “We will additionally work on this prioritization both with the regions and with business, but at the moment the absolute priorities are seen as follows.”

The new territories are the DPR, LPR, Kherson and Zaporozhye regions, which became part of the Russian Federation on September 30, 2022. By decree of Vladimir Putin, martial law has been introduced on them and hostilities continue. However, the government has been given the task of starting a full-scale integration of these territories into the single space of the Russian Federation and extending to them all programs operating at the state level. As for business, according to representatives of local authorities, martial law and other factors are not a stop-cock for attracting investment. “Now is a unique, perhaps the best time to invest in the Donbass. After all, when everything is good and the market is divided, there are practically no free niches for the effective investment of capital, ”the government RG quotes the director of the Association of Clusters, Technoparks and SEZs of Russia, Andrey Shpilenko. According to him, the security of investments “is ensured by Russia and the Armed Forces of the Russian Federation.” And on the spot, to help entrepreneurs, following the example of other Russian regions, the Donbass Development Corporation has already been created.

Sources familiar with the situation told MK that by declaring new territories a priority for the construction of hotels, the Ministry of Economy, apparently, proceeds from the fact that the conflict with Ukraine will end one way or another in 2023, and the security of these regions will largely will be restored. “In favor of the fact that this position in power circles is dominant, is evidenced by the fact that the money for holding elections in the DPR, LPR, Zaporozhye and Kherson regions has been allocated in full, taking into account their administrative borders as of March 2014. That is, it is assumed that they will de facto be under the control of the Russian Federation by autumn,” the newspaper’s interlocutors point out. Vladimir Putin himself has repeatedly said that after the goals of the special operation are achieved, large-scale work will begin to restore new territories. And here there is no doubt: in the conditions of the all-Russian shock construction, no one will be able to sit in the shadows.

In the hotel segment, investments will primarily require the resorts of the Sea of ​​Azov, on the coast of which Mariupol (DPR), Berdyansk (Zaporozhye region) and some settlements of the Kherson region are located. The mayor of Berdyansk has already promised to make the city “the pearl of the Sea of ​​Azov within the Russian Federation.” Moreover, among the vacationers here they expect to see not only ordinary Russians, but also, due to the development of yachting, oligarchs and politicians thrown out of Europe.
