The administration of Yekaterinburg submitted to the city duma a draft amendment to the charter, which would reduce the number of deputies from the current 36 to 35, redistribute the mixed electoral system in favor of single-mandate members, and elect several deputy chairmen of parliament. In accordance with the latest amendments to the electoral code of the Sverdlovsk region, adopted on February 27, only 10 deputy mandates will be distributed among candidates according to a proportional system, that is, party lists. At the same time, the current version of the charter of Yekaterinburg provides for the election of 18 deputies by the majoritarian system and 18 by party lists.
The number of deputies of the Yekaterinburg City Duma was increased from 35 to 36 people on October 25, 2011. The explanatory note to the amendments to the city charter states that the reduction in the number of deputies (in accordance with federal law, 35 mandates is the minimum number of representative body of the municipality, where more than 500,000 people) “will help reduce the cost of local budget funds to ensure the activities of local governments in subsequent planning periods.”
