The Yekaterinburg Duma elected a woman as chairman for the first time – Kommersant

Deputies of the Yekaterinburg City Duma at an extraordinary meeting elected Anna Gurariy, 33-year-old director of the Department of Political Science and Sociology of the Humanitarian Institute of the Ural Federal University (UrFU), to the post of speaker. Her candidacy was supported by all 30 deputies present. She became the first female speaker in the history of the city council.
Anna Gurariy’s candidacy for the post of speaker was nominated by the United Russia faction in the Yekaterinburg Duma. “Anna Gurariy is a qualified teacher with extensive experience, she knows a lot, she can do it, and the most important plus is that she is a woman. In any situation, she knows how to stay above the fray, and her feminine intuition, insight and education are enough to overcome all difficult moments in the Duma with ease,” explained faction leader Alexey Vikharev.
After her election, Anna Gurariy noted that the deputy corps would work with the administration of Yekaterinburg and the regional government as a single team to resolve key issues of the city. Ms. Gurariy admitted that working as speaker is “a task with an asterisk” for her, but she promised to “use her wealth of knowledge and competencies to successfully cope with this task.” “It seems to me that being a woman is always responsible, not only when we are talking about the position of the chairman of the city duma. I think all women will agree with me that this is by nature responsible,” she said.
Since 2020, Anna Gurariy has served as director of the department of political science and sociology at the Ural Humanitarian Institute of UrFU. After her appointment, she became the youngest director in the history of the university (29 years old). In 2022, Ms. Gurariy headed the expert group at the Union of Industrialists and Entrepreneurs of the Sverdlovsk Region in the direction of “Career Guidance and Education.” She is married to the assistant to the plenipotentiary representative of the President of the Russian Federation in the Urals Federal District, Evgeniy Gurariy.
Earlier, according to Kommersant sources in the government of the Sverdlovsk region, Sergei Pavlenko, a city Duma deputy from United Russia, who served in the FSB in 1996–2016, was approved for the post of speaker. Later, regional authorities considered candidates from United Russia deputies Mikhail Matveev (who was elected first vice-speaker of the Yekaterinburg Duma) and Anna Gurariy for the post of chairman.
At the first two meetings of the Yekaterinburg Duma of the eighth convocation, deputies postponed the issue of electing a speaker. Alexey Vikharev explained this by “some consultations” and “political procedures” that the candidate needs to go through. Anna Gurariy refused to explain to journalists what procedures Mr. Vikharev was talking about.
