Russian Deputy Prime Minister Marat Khusnullin, in his welcoming speech to the participants and organizers of Vedomosti. Impulse noted that the appearance of such an award is “very timely”, since “in recent years, increased attention has been paid to infrastructure development.” According to him, the government has developed and implemented a number of tools that support the construction and reconstruction of facilities “exactly where they are needed most” and allow regions to choose a financial mechanism that is comfortable for them. According to the Deputy Prime Minister, a lot has already been done and it is possible to “talk about the results and evaluate the work done.”

“All participants whose applications were reviewed by the jury have already demonstrated that they are not afraid of difficulties and are ready to implement projects that are necessary and important for our country step by step. Schools, roads, medical centers, public utilities, sports, and transport infrastructure are things without which a quality life for Russians today is impossible,” Khusnullin noted.

Russian Minister of Economic Development Maxim Reshetnikov noted in his welcoming speech that the PPP institution over the years of its existence has shown its effectiveness in the interaction between government and business – thanks to it, roads, airports, sea vessels, healthcare, educational, cultural and sports facilities, industrial and IT are being built. infrastructure.

“For many years, the Vedomosti newspaper has been paying great attention to the implementation of infrastructure projects. And for the first time it is holding a unique competition. I am sure that it will become an important event and will help identify the best of the best in the field of public-private partnerships. And, of course, to celebrate the most successful companies,” the minister said.

According to Reshetnikov, presenting the award to specialists from different regions of the country is “landmark”, since “economic growth and investment growth are, first of all, ensured through the active work of regional teams.” He also added that becoming a laureate of an independent award “is recognition of professionalism, a real sign of quality.”

An expert jury assessed projects based on a multifactor calculation methodology, taking into account, among other things, different stages of project implementation, industry specifics, as well as the general economic situation of the period being assessed.

Based on the results of the evaluation of the presented projects, the laureates of the first annual Vedomosti award. Impulse” in the “Best Start” nomination were:

– Road construction – design, construction and operation on a toll basis of the Northern Bypass of Omsk highway;

– Transport infrastructure – creation and operation of transport infrastructure facilities for public ground urban electric transport in Krasnodar;

– Healthcare – a concession agreement regarding the creation of an oncology center in Perm and its subsequent operation to provide medical care, including within the framework of the territorial program of state guarantees of free provision of medical care to citizens in the Perm region;

– Social infrastructure – a universal sports complex with artificial ice in Nizhny Novgorod;

– Utilities – creation and reconstruction of water supply and sanitation systems and facilities in Barnaul and the Leninsky district of the city;

– Industrial infrastructure – reconstruction and modernization of oil base facilities on the territory of the Sakha Republic.
