The White House demanded that inspectors improve their work on risk indicators

Yesterday, Deputy Prime Minister and White House Chief of Staff Dmitry Grigorenko held a meeting at the Government Coordination Center with the leadership of control and supervisory authorities about the results of their work in 2023 and tasks for the near future. The main thing that the government expects from the relevant departments is to improve the work on risk indicators, on the basis of which inspections of companies are carried out under the conditions of a moratorium on planned and unscheduled control activities.

At a meeting with the leadership of control and supervisory authorities, Dmitry Grigorenko presented the main results of work in 2023, as well as tasks for the near future. Among the results is a reduction in the number of inspections by almost five times, from 1.5 million in 2019 to 353 thousand in 2023, thanks to a risk-based approach, in which inspections are not carried out at facilities that comply with mandatory requirements, and moratoriums on scheduled and unscheduled inspections at low-risk facilities. At the same time, control and supervisory authorities are intensifying preventive work: in 2023, the number of preventive visits (more than 1.1 million) was three times higher than the number of inspections. Let us recall that earlier the results of the reform of control and supervisory activities were summed up by the government and entrepreneurs (see “Kommersant” dated January 27).

In 2024, the White House will continue to work to improve oversight and control.

The main thing the government intends to focus on is clarifying and developing new risk indicators on the basis of which inspections are carried out.

In 2023, the number of indicators has already more than doubled compared to 2022 – from 187 to 412 units. Now the government expects departments to work not only on the quantity, but also on the quality of indicators, which will improve the efficiency of inspections. “It is necessary to exclude cases where an inspection is carried out where it should not be carried out,” said the Deputy Prime Minister. “And the indicators themselves need to be made clear and public and discussed with business.”

Note that the importance of working on this tool is due to the fact that the effectiveness of inspections based on risk indicators is higher than on other grounds (89% versus 52%), and at the same time it allows not to violate the moratorium on unscheduled inspections. Let us recall that in December last year the government adopted a resolution extending the moratorium on unscheduled inspections of businesses until 2024. Control measures can only be carried out in relation to high-risk objects, which include 15% of those potentially inspected, as well as when established risk indicators are triggered (see “Kommersant” dated December 18, 2023). As the Deputy Prime Minister’s office told Kommersant, Dmitry Grigorenko instructed the federal executive authority, together with the Ministry of Economy, to formulate schedules for the development of new indicators of the risk of violating mandatory requirements in 2024. At the same time, at least two risk indicators must be developed per year for mass types of state control and at least one indicator for the rest.

In addition, in 2024, the White House plans to begin an experiment in remote inspections through a special mobile application, “Mobile Inspector,” which will allow inspections via video communication.

In real time, it will be possible to track the geoposition of the controlled person, save photo, video and audio materials of the inspection. The participants of the “pilot” will be the Ministry of Emergency Situations, Rostechnadzor and Roszdravnadzor. The authorities expect that as part of the experiment, at least 20% of the total number of checks will be carried out remotely. As Dmitry Grigorenko noted, this “digital” control format is not only time saving, but also transparency of the process, and therefore a completely different attitude to inspection. “Our task is to scale remote control and supervision,” he emphasized. Another task is to improve the pre-trial appeal system in order to make it more convenient for business. Dmitry Grigorenko proposed identifying each department within a year with the three most common causes of complaints and completely eliminating them.
