The White House again expanded the issuance of permits through the “State Services”

The White House has extended the Simplified License and Permit Experiment until December 31, 2024, and expanded the number of participants. The extension is necessary for the legislative consolidation of the results of the “pilot” in 2024, and an increase in the number of participants is necessary for issuing new types of permits and licenses in electronic form on the public services portal. It is assumed that by the end of 2023 it will be possible to obtain more than 400 types of permits in a simplified format, this will reduce barriers for companies to enter the market and their costs.

Mikhail Mishustin signed a government decree to extend until the end of 2024 and expand the experiment on issuing licenses and permits in a simplified format. The Ministry of Sports, the Ministry of Energy, the Ministry of Justice, the Federal Antimonopoly Service, and the state corporation Rosatom have joined the “pilot” — now 43 departments and 2 state corporations are participating in it. Let us clarify that the experiment is being implemented as part of the reform of licensing and permitting activities, launched in the summer of 2021 following the work of the “regulatory guillotine”, it is aimed at simplifying the receipt, renewal and adjustment of licenses and other permits necessary for business. The reform is supervised by the head of the government apparatus, Deputy Prime Minister Dmitry Grigorenko. The experiment, which was regulated by government decree No. 1279 of July 30, 2021, was supposed to end on September 1, 2023.

The extension of the “pilot” is necessary in order to consolidate the results obtained in the law in 2024, and the expansion is to transfer the issuance of new types of documents in electronic form to the public services portal. As Kommersant was told in Dmitry Grigorenko’s office, the inclusion of 5 new participants will expand the list of documents by 15 types of licensing activities. By the end of 2023, entrepreneurs will be able to issue more than 400 types of permits through the State Services (including 49 licenses). Now 313 types of permits have been entered into electronic form: 43 in 2021, 190 in 2022, 80 in 2023 (the plan for the year is more than 180).

As Kommersant was told in Dmitry Grigorenko’s office, the period for issuing licenses was reduced from an average of 45 to 15 working days, and the number of documents for filing an application decreased from an average of 10 to 5 units. The share of applications for their issuance or extension submitted through the public services portal is already 72%. With permits, progress is slower – the issuance period has been reduced from an average of 42 to 34 working days, the number of documents for applying has been reduced from an average of 8 to 6. The plan for 2023 provides for a reduction in the period for issuing permits to 23 working days and to 5 – the number of required documents . In addition, the number of permits requiring a personal visit of the applicant was reduced by half, from 60 to 31, and by a factor of three, from 301 to 101, the number of permits for which it is possible to submit documents only in paper form.

The expansion of the list of participants in the pilot, however, turned out to be more modest than planned: the draft government decree on it, published by the Ministry of Economy in April 2023 on regulation.gov.ru, also assumed the participation of the Ministry of Finance and Rosleskhoz in order to complete the permit reform this year (see Kommersant dated April 20). However, earlier such changes in the White House were explained by the absence of the need to bring the licensing activities of individual departments to “State Services” due to the non-mass nature of permits.
