Deputy Prime Minister, head of the Ministry of Industry and Trade Denis Manturov said that the volume of goods imported into Russia as part of parallel imports since its launch in May has reached almost $6.5 billion. By the end of the year, this figure is expected to grow to $16 billion.
Parallel import is the importation of goods officially manufactured by the manufacturer, which are legally delivered to third countries, but are not allowed by the manufacturer to be imported into the territory of the Russian Federation. Previously, the import of such goods was prohibited, but now it is partially allowed.
In an interview “Interfax” Mr. Manturov explained that the forecast is based on an estimate of the average monthly volume of parallel imports at $2-2.5 billion. According to him, the Ministry of Industry and Trade intends to take a “balanced” approach when compiling the list of goods subject to parallel imports, so as not to “harm national companies.”
“We have been working on and “finishing” the corresponding list of goods for a long time, almost with jeweler’s precision, so that it works exactly as it should: ensure the availability of the goods we need, but do not harm Russian and localized foreign enterprises that continue to work on the Russian market or deliveries to the Russian Federation,” the minister explained.
President Vladimir Putin legalized parallel import at the end of June. Due to this, the use of the exclusive right to the results of intellectual activity, expressed in goods and means of individualization with which such goods are marked, will not be considered a violation. In the list of goods compiled by the Ministry of Industry and Trade that can be imported into Russia without the permission of the copyright holder, hit electronics and tools needed by the Russian industry. Later on the list turned on several auto chemical brands.
