The dynamics of housing commissioning as a whole was affected primarily by the reduction in the rate of commissioning of individual housing construction (IHS), which accounts for more than half (58%) of all housing built in the country. Recall that the decline in annual terms began in November 2022 against the background of the exhaustion of the effects of “paper input” – the registration of previously built houses – both due to the tightening of requirements for connecting to networks and the free gasification program (see “Kommersant” dated December 15, 2022 ), and due to a reduction in the share of registration of houses under the dacha amnesty (if the share of the latter in 2021 was estimated at 30% in the total volume of commissioning of private houses, now, according to Rosreestr, it does not exceed 2%), this year the decline continued due to the high base of the first half of 2022.
So, in general, in January-June, the decrease in the volume of commissioning of private houses compared to the same period in 2022 is estimated at 7.5% – 30.4 million square meters were built by the population. m against 32.9 million sq. m a year earlier. The same volume of commissioning is expected at the end of the year in the sector of apartment buildings – so far in January-June, developers have put into operation 21.7 million square meters. m, which is 9.9% more than in the same period last year. In June, commissioning amounted to 4 million square meters. m against 3.4 million sq. m a year earlier (an increase of 17.6%).
