The unified register of requirements in construction will be completely digitized by 2026

The Ministry of Construction will switch to maintaining a unified register of requirements in the construction sector in electronic form from April 2024. Full digitization of the document will take about two years, Andrey Kopytin, head of the ministry’s subordinate organization, the Federal Center for Norms and Standardization, said at the 100+ TechnoBuild forum.
“A period of 2 years is a fairly realistic goal in terms of IT readiness <...>. We are confident that vendors and developers, and expertise over the next year will catch up with this register and begin developing software,” emphasized Kopytin (quote via Interfax).
He clarified that the main task of the register will be to combine all the requirements of federal executive authorities in the construction industry in one document. According to him, the new standards will pass the filter of the Ministry of Construction, so there will be no contradictions between the requirements.
Currently, about 5,000 documents have been included in the register of construction requirements. Some of them have already been processed.
As Vladimir Kalinkin, head of the department of urban planning and architecture of the Ministry of Construction, said at the forum, all requirements are planned to be written in a language understandable to builders and designers. The regulatory framework will include codes of rules in construction and GOSTs, as well as requirements in the field of nuclear safety, sanitary and epidemiological standards and requirements related to ecology and anti-terrorism security.
