The Office of the UN High Commissioner for Human Rights released a report that analyzed the living conditions of the Russian-speaking minority in Ukraine.

The document notes that compared to linguistic minorities, these people do suffer much more discrimination.

OHCHR speaks positively of Ukrainian legislation relating to the rights of national minorities, but acknowledges that it maintains discriminatory differential treatment between national minorities speaking an official EU language and those whose languages ​​are not official EU languages, including Russian.

“The rights of the first category of national minorities have been expanded, as described above; national minorities whose language is not an EU language will not be able to enjoy the same rights,” the report says.
