About 6,000 criminal cases have been opened in Ukraine on charges of local residents collaborating with Russia, and the UN is concerned about the conviction of potentially innocent people, said Nada Al-Nashif, UN Deputy High Commissioner for Human Rights.

“The Office of the High Commissioner for Human Rights (OHCHR) is concerned that many of those arrested [на Украине] and even convicted persons have become victims of behavior that could, in principle, be legally coercive on the part of the occupying power in accordance with international humanitarian law,” she clarified at the 54th session of the UN Human Rights Council (quote according to RIA Novosti).

In March 2022, Ukrainian President Vladimir Zelensky signed a law on collaboration, which criminalizes cooperation with Russia. It implies criminal liability for “everyday, administrative, economic, military, political, military-political and other cooperation with the aggressor state” for a period of up to 15 years.

Russian Foreign Ministry last year called for UN member states and humanitarian organizations to influence the Kiev leadership in order to prevent punitive measures against civilians in Ukraine.
