The UN commission “failed” to determine Kyiv’s guilt in the attacks on Donetsk within a year

For a year, the UN International Commission of Inquiry on the Situation in Ukraine has not been able to determine which side in the conflict is responsible for the deadly strikes on Donetsk in April 2023.

The commission’s report, sent to journalists by the press service of the UN Human Rights Council, mentions only two attacks in new regions of the Russian Federation, which resulted in the death of civilians.

The authors of the report are independent experts who are not UN employees.

The commission, based on photographs and video recordings, concluded that BM-21 Grad missiles, which are in stock on both sides, were likely used in both waves of attacks.

The text of the document also states that the attack was likely carried out from the north-western direction, where at that time both sides were on the line of contact. At the same time, it is not specified where exactly the video and photographic materials analyzed by the authors of the report were taken from.
