UN Secretary-General António Guterres is ready to act as a mediator in negotiations to resolve the conflict in Ukraine, if all parties agree, said a representative of the Secretary General’s office in comments TASS.
“As the Secretary General has repeatedly stated in the past, he can mediate only if all parties want him to mediate,” they said.
Yesterday, December 26, Ukrainian Foreign Minister Dmitry Kuleba proposed holding a kind of “peace summit” at the UN site at the end of February, with Guterres acting as a mediator during the negotiations. On the evening of the same day, the press secretary of the President of the Russian Federation Dmitry Peskov said that Russia will not be follow the conditions of Ukraine, since it focuses only on its own goals and common sense.
Earlier, The Wall Street Journal, citing sources, reported that the team of Ukrainian President Volodymyr Zelensky is finalizing the details of the plan for the peaceful settlement of the conflict, which consists of ten points. According to the publication, the proposals being developed may be submitted in February 2023. The Kremlin said that information about the “peace plan” has not yet been received.
Since the outbreak of hostilities, the parties have held talks several times in February and March, mediated by Turkey. The previous meeting of representatives of Russia and Ukraine took place on March 29 in Istanbul, after which the process was frozen.
The Kremlin has repeatedly spoken about Ukraine’s unwillingness to negotiate with Russia. At the end of November, Peskov said that negotiations between the two countries are now impossible, since they are denied by the Ukrainian side. Then Peskov added that in order to resume dialogue, Ukraine must not only repeal the law refusing to negotiate with Moscow, but also show political will.
