The Judicial Collegium for Economic Disputes of the Supreme Court considered it acceptable to draw up one protocol on an administrative offense on several illegal actions. The decision was made within the framework of a specific case on bringing Vladivostok Marine Terminal LLC to administrative responsibility under Art. 16.15 Administrative Code
The offender will not be able to appeal against bringing to administrative responsibility based on the inclusion in one protocol of several illegal actions at once, each of which forms an independent composition of an administrative offense. This conclusion can be drawn from the ruling of the Judicial Collegium for Economic Disputes of the Supreme Court (SC) dated November 15, 2022 (No. 303-ES22-13406).
