The State Duma will submit a bill on the work of PMCs only outside of Russia

The Just Russia – For Truth faction will submit to the State Duma a bill on the activities of private military companies (PMCs) by the end of the spring session, deputies propose to allow PMCs to operate only outside the country, faction leader Sergei Mironov said in his Telegram channel.

According to Mironov, his party proposed the adoption of this bill on PMCs several years ago, at a time when “no one really knew” about the activities of Wagner PMCs.

“The first paragraph of this bill states that the activities of PMCs are possible only outside the Russian Federation. The second paragraph says that all issues of the creation, transfer of weapons and the use of PMCs should be controlled by the Ministry of Defense, ”- wrote faction leader.

The deputy also stressed that if the law were adopted, “there would be no armed structures called PMCs on the territory of Russia.”

Aleksey Kartapolov, head of the State Duma Committee on Defense, supports the need to adopt such a law, the committee is ready to develop its own version of this document, Mironov added. The parliamentarian also called for “learning lessons” from the events that took place on June 24, when the PMC “Wagner” attempted to organize an armed rebellion.

About the need for a law that would regulate the activities of PMCs, Vedomosti was previously told by Kartapolov. He specified that parliamentarians are working on such an initiative. In his opinion, the Ministry of Defense and the General Staff need to think about how to use the potential of Wagner PMC “to the maximum, but for peaceful purposes”, in particular, the deputy expressed the idea of ​​changing the leadership in the company.

After that, Andrei Klishas, ​​Chairman of the Federation Council Committee on Constitutional Legislation and State Building, said that the development of a separate law on PMCs is not relevant.

On the night of June 24, an armed rebellion was attempted in Russia. On the evening of June 23, the founder of Wagner PMC, Yevgeny Prigozhin, reported on the attack on the rear camps of the PMC and blamed the leadership of the Ministry of Defense for this. The department immediately denied this information, calling it a provocation. That same evening, the FSB opened a criminal case against Prigozhin under the article on armed rebellion after receiving threats. In Moscow, the Moscow and Voronezh regions, a counter-terrorist operation (CTO) regime was introduced, which was canceled on June 26. On June 24, “Wagner” managed to block Rostov-on-Don and take control of the city’s military facilities, Prigozhin also announced a campaign against Moscow.

On the evening of June 24, the Kremlin reported on the agreements reached with the founder of the PMC to de-escalate the situation. President of Belarus Alexander Lukashenko took part in the negotiations to resolve the situation. According to the agreements reached, Prigozhin announced the return of fighters and equipment to field camps, and he himself would move to Belarus. On June 27, the FSB announced the termination of the criminal case against the founder of the PMC.
