The State Duma will prepare an initiative to reform the overhaul program

The system of capital repairs of housing in Russia is imperfect and requires serious reforms, changes in legislation will make it possible to tighten control over the spending of funds, said Deputy Speaker of the State Duma Boris Chernyshov.
Chernyshov made such a proposal after checking the condition of an apartment building in Moscow. In his Telegram channel, he clarified that residents of the Yuzhnoportovy district of the South-Eastern District complained about the quality of the overhaul.
“The result is disappointing: hanging wires for an incomprehensible purpose, uncleaned building materials, dilapidated walls and an unpleasant smell – this is what the so-called “contractor” left behind, – wrote Vice Speaker of the State Duma
According to him, more than 1 million rubles were allegedly spent on the work. Such a major overhaul is not an isolated case, but the number of applications and the results of inspections indicate the need for serious reforms, Chernyshov believes.
“In the near future I will prepare a legislative initiative that will make it possible to tighten control over the expenditure of funds and provide our citizens with decent living conditions,” he said.
The housing overhaul program in Russia, financed by contributions from tenants, was launched in 2012. It is designed for 30 years. During this time, the authorities expect to completely eliminate the fund of emergency houses in the country. In 2018, President Vladimir Putin signed into law a law that allowed regional authorities to subsidize capital repairs for pensioners and the disabled. In March 2020, Moscow residents were exempted from the relevant fees for three months (from April 1 to June 30) in connection with the pandemic and its consequences.
