State Duma deputies have prepared amendments to the law “On mobilization training and mobilization in the Russian Federation” and plan to introduce them today, October 17. As part of the bill, it is proposed to cancel the reservation for senators and deputies, as well as to call first of all employees of law enforcement agencies. One of the authors of the initiative, the head of the Just Russia faction, Sergei Mironov, said “Izvestia”that the amendments will “satisfy society’s demand for justice.”

Now, according to the law, seven categories of citizens, including parliamentarians, have the right to deferment. The draft law proposes to grant a deferment to 16 categories of Russians, 10 of them are new. Among them are: sons (siblings) of dead servicemen on conscription; citizens who have a child and raise him without a father (mother); parents (adoptive parents) or guardians caring for a disabled child under the age of 18 or a disabled child of group I; mothers with four or more children under eight years of age if they are raising them without a husband.

Also, two new categories are introduced for conscription as part of partial mobilization as a matter of priority. The first will affect those who serve in the National Guard troops, in rescue military formations, the Foreign Intelligence Service of the Russian Federation, the FSB, the military prosecutor’s office, the military investigative bodies of the TFR and the federal body for providing mobilization training, as well as in the military units of the federal fire service. The second includes citizens dismissed from military service and enrolled in the reserve.

“We consider it necessary to call on the security forces as a matter of priority. We are confident that this will strengthen our positions on the fronts,” Mr. Mironov believes.

The Liberal Democratic Party believes that the bill “has healthy grains,” said deputy chairman of the faction Yaroslav Nilov. Communist Party member Nikolai Kharitonov called the initiative “a game of patriotism.” Yevgeny Revenko, deputy chairman of the United Russia faction in the State Duma, argues that it is important to ensure the smooth operation of the parliament, since “it is the main body for the legal registration of all decisions.”

Partial mobilization has been announced in Russia since September 21 by decree of Vladimir Putin. On participation in the military operation in Ukraine asked already several deputies, including the deputy head of the United Russia faction in the State Duma, Igor Kastyukevich, and the head of the Federation Council committee on defense and security, Viktor Bondarev.
