The State Duma proposed to oblige systemically important banks to open deposits and accounts for the low-income population from July 1, 2024. Credit institutions that are not systemically important must offer such a service no later than July 1, 2025. This is reportedInterfax with reference to the bill.

According to the document, the opening of social deposits and accounts is planned in banks that have the right to attract funds from individuals in deposits, open and maintain bank accounts of individuals and participate in the deposit insurance system.

Citizens receiving social support measures will be able to use the service. Data about them is contained in the Unified State Information System of Social Security. The service will be provided for a period not exceeding one year. It can be extended for the same period.

The maximum amount of funds on deposit, follows from the bill, should not exceed 100 thousand rubles. Accounts can only be kept in rubles. The yield on the deposit must not be lower than the key rate (+1%). Individuals will not be able to have more than one such deposit. According to the draft law, credit institutions are prohibited from charging a commission for opening and servicing social deposits and accounts.

In 2021, the Central Bank proposed an initiative to create bank deposits for the low-income population. The regulator offered the same conditions that are mentioned in the proposed bill: limiting the amount of the deposit and the interest rate.
