“A huge mass of our compatriots will be able to be useful to their country, and will not be scattered around the world, as it has already been in the history of Russia and brought her unconditional and colossal harm. Such an amnesty will give the region, which is in dire need of personnel, an influx of brains and workers, which is especially important in connection with the general vector of development “to the East,” Tumusov believes. The deputy noted that this should not apply to those who conduct anti-Russian activities.

The parliamentarian stressed that those who actually left did not fulfill their military duty, but a “flexible approach” is needed in this matter, since “many people of the most productive age” left and this is a serious blow to the economy and demography of the country, to the level of competence of the able-bodied population. “Many of those who left have professions that are in high demand for the modern economy, which we now need so much to create technological sovereignty – programmers and other IT specialists, engineers,” says Tumusov.

In October 2022, President Vladimir Putin announced the completion of partial mobilization, but the corresponding decree was not signed.

In early December, Andrey Klishas, ​​head of the Federation Council Committee on Constitutional Legislation and State Building, admitted that the authorities could develop measures that would “make being abroad less comfortable” for Russians who left from the start of partial mobilization. He said that amendments could be made that would limit the work of citizens who are abroad for Russian companies.

On December 25, 2022, Chairman of the State Duma of the Russian Federation Vyacheslav Volodin called for the abolition of preferences for those who left the Russian Federation and the introduction of an increased tax rate for them.
