The State Duma Committee on Information Policy, Information Technology and Communications has proposed a bill to ban remote work for IT professionals who work on government information systems, maintain critical infrastructure or personal data. The project proposes to work out the issue of banning remote work for IT specialists who left Russia after the start of a special military operation and are responsible for the mentioned systems.
Before, the deputies discussed the possibility of a complete ban on remote work for IT specialists. One of the initiators of the ban, Senator Andrei Klishas, said that restrictions on working from abroad should be introduced for employees of “sensitive sectors of the economy.” However, against this measure spoke in the Ministry of Digital Development. The agency believes that a “total ban” will lead to a slowdown in the development of digital platforms and solutions, which in turn will affect competitiveness.
December 20, 2022 Maksut Shadayev, head of the Ministry of Digital Development declaredthat there are about 100 thousand Russian IT specialists abroad (about 10% of the total). At the same time, according to him, 80% of them continue to work for Russian companies and are in friendly countries.
