The State Duma proposed to ban officials from leaving the country under the CTO regime

Officials of all ranks in Russia should be banned at the legislative level from leaving the country when the regime of the counter-terrorist operation (CTO) is introduced in the regions. “With the introduction of the CTO regime in the regions, officials of all ranks should be legally prohibited from leaving the country,” he said in a conversation with the agency.
Khamzaev explained that now representatives of law enforcement agencies are working according to this model, “when employees of law enforcement agencies urgently go to work.”
On June 24, the National Anti-Terrorism Committee announced the introduction of a counter-terrorist operation (CTO) regime in Moscow, the Moscow and Voronezh regions. In these regions, the CTO regime was introduced for the first time. It implies a number of restrictions and additional powers for the authorities, such as the right to confiscate the vehicles of organizations. Moscow Mayor Sergei Sobyanin warned of additional control on the roads, as well as the cancellation of all public events in the capital.
The introduction of CTO was preceded by the events around the Wagner PMC. On the night of June 24, an armed rebellion was attempted in Russia. On the evening of June 23, Yevgeny Prigozhin, the founder of Wagner PMC, accused the Ministry of Defense of hitting the company’s rear camps. The military department denied the accusations, and a criminal case was opened against Prigozhin under the article on armed rebellion.
On June 24, Wagner managed to block Rostov-on-Don and take control of the city’s military facilities. Prigozhin announced the advance of the military towards Moscow. In the evening of the same day, the Kremlin reported on the agreements reached with the founder of the PMC. President of Belarus Alexander Lukashenko held talks with him, Prigozhin agreed to take measures to de-escalate the situation. In particular, the founder of the PMC announced the return of fighters and equipment to field camps. It was decided to stop the criminal case against the businessman. On June 26, the CTO regime in Moscow and the regions was canceled.
