The State Duma proposed a scheme for changing the timing of overhaul

Overhaul of apartment buildings is one of the hottest topics in housing and communal services. Of course, after 2015, when contributions for overhaul appeared, the townspeople managed to deal with most of the issues. However, there is a caveat: the planned repair schedule does not always correspond to the real state of the house. It was decided to fix this defect. Now the State Duma of the Russian Federation is considering a bill that establishes the relationship between the timing of the overhaul and the actual state of a residential apartment building. It is supposed to conduct a special examination: if it proves that the building needs to be repaired as soon as possible, it will be moved.

“It is assumed that a technical inspection of an apartment building can be carried out, depending on the results of this technical inspection without the decision of the owners, the period of work may change. If the conduct of special examinations gives reason to think that it is time to repair the house, then the deadlines can be changed. However, this will require additional money, because you cannot spend money from the Capital Improvement Fund. These issues have to be resolved,” said Svetlana Razvorotneva, Deputy Chairman of the State Duma Committee on Construction, Housing and Communal Services.

According to her, a clear procedure for making a decision after the examination is expected – it will be necessary to indicate the exact dates when the residents will receive a decision. , suggests Razvorotneva. However, residents should be able to challenge this decision if they are not ready for this turn of events. Moreover, we should talk about pre-trial resolution of contradictions.

The fact is that the question remains open: at whose expense is this banquet? Diagnostic technical inspection of an apartment building today will cost at least 40-60 thousand rubles. And, as Irina Gentsler, expert of the Commission on Housing and Public Utilities of the Public Council under the Ministry of Construction, explained, such an amount may seem very tangible for residents of small and old houses, who often need major repairs. If the authorities of the region are the initiators of the check, it is not yet clear where the money will come from. Moreover, 40–60 thousand is only an approximate minimum amount, everything will ultimately depend on the type of house and the contractor. Razvorotneva added that while the overhaul program does not provide for a change in the technical characteristics of the house, however, discussions and changes are possible, for example, overhaul can be energy efficient.
