The State Duma adopted in the third reading law, canceling bank commissions when paying for housing and communal services for some categories of the population. In particular, the commission will not be charged to pensioners, disabled people, low-income people and military veterans.
“Utility payments are a mandatory monthly part of expenses, and for many the commission is noticeable. The adopted law will reduce the financial burden and provide social protection for people,” he wrote in Telegram channel Speaker of the State Duma Vyacheslav Volodin. The document will come into force on July 1, 2024.
A draft law on the abolition of commissions when paying for utility services was submitted to the State Duma back in 2020, but there was opposition to its adoption spoke banking community. In the fall of this year, Mr. Volodin said that deputies would return to the project, but did not mention that now it would only apply to beneficiaries. In his opinion, this makes the initiative more targeted. The exact list of citizens who will be exempt from paying commissions will be determined by the president.
