The State Duma opposed doubling the excise tax on vapes

The doubling of the excise tax on vapes planned in the draft budget for the next three years is “inharmonious” and raises questions. This was stated by Deputy Chairman of the State Duma Committee on Economic Policy Artem Kiryanov.
According to Kiryanov, the increase in excise tax from 21 rubles. up to 42 rub. will not bring a doubling of this excise tax, but will only lead to the expansion of the shadow market.
“I have concerns about the inharmonious increase in excise taxes, which we have already gone through and observed with the example of counterfeit goods in the tobacco industry. The government has submitted a draft federal budget for 2024-2026 to the State Duma. September 29. It provides for a significant increase in spending on national security; another priority for the budget expenditures will be the fulfillment of the state’s social obligations.
