The State Duma named the main tasks of the special operation veterans support fund

The State Fund for participants in the special military operation “Defenders of the Fatherland” will be able to provide comprehensive support for the participants in the military operation and their families, as well as the families of the dead soldiers, Svetlana Bessarab, a member of the State Duma Committee on Social Policy, believes.

“There are a lot of tasks that are not solved by the Social Fund (it was created as a result of the merger of the Pension Fund and the Social Insurance Fund – Vedomosti). These may be issues of retraining and retraining, further employment, psychological assistance,” she told Vedomosti.

Bessarab stressed that not only budgetary funds, but also voluntary contributions and donations to the fund are provided for the solution of these tasks.

The Charter of the State Fund “Defenders of the Fatherland”, which was created on the initiative of President Vladimir Putin, approved May 11 by government order. Its main goal will be the comprehensive support of veterans of the special operation and members of the families of the victims. They will be assisted in various areas of social and professional life.

According to the charter, home care can be arranged for veterans and housing can be adapted if a person has received a disability. They will also be provided with the necessary medicines and technical means of rehabilitation.

The peculiarity of this fund makes it possible to use not only private funds, but also public ones. State appropriations are also a source of replenishment of his property, says Nikita Fillipov, head of the Moscow City State Commercial Bureau De Jure Lawyers Bureau.

Veterans may face a variety of challenges, both psychological and economic, and will need help adjusting. State guarantees cannot protect everyone, for example, when the enterprise from which the fighters left for a military operation no longer exists by the time they return, Filippov noted.

“Help is needed not only from state bodies that exist to solve these problems, but also in an informal manner. The activities of state bodies are regulated by normative acts and can only be carried out in those forms and in the manner prescribed. To resolve non-standard problems, the help of structures that are not regulated by strict regulations is needed, ”he told Vedomosti. Perhaps the state fund “Defenders of the Fatherland” can become such an instrument, the interlocutor suggested.

The president announced on the creation of a special state fund to help veterans of the special operation and the families of the victims in a message to the Federal Assembly on February 21. He stressed that the work of the fund should take place “without treasury and bureaucracy.” According to Putin, each veteran should be assigned a personal social worker-coordinator who will work with him in real time.

The structures of the fund should be deployed in all subjects of the Federation by the end of 2023.
