The State Duma adopted in the first reading the government bill, allowing the export of liquefied natural gas (LNG) to users of the subsoil of the Arctic part of the Krasnoyarsk Territory, the Nenets and Yamalo-Nenets Autonomous Okrugs. This applies to about 36 fields owned by Rosneft, the Ministry of Energy explained.
The bill was submitted to the State Duma on March 9. According to the document, the state’s share in the authorized capital of companies that develop these fields should exceed 50%. Among such sites may be the subsoil of internal sea waters, the territorial sea, the continental shelf, the Black and Azov Seas.
It follows from the explanatory note that these fields are remote from the Unified Gas Supply System, so it is economically feasible to monetize gas through LNG production. Prime Minister Mikhail Mishustin said that the bill would increase annual LNG production to 100 million tons per year in seven years.
Among Russian companies, Gazprom, Gazprom export, Gazprom gas oil product holding, Rosneft, as well as Novatek’s subsidiaries Yamal LNG, Arctic LNG 1, Arctic LNG have the right to export LNG. 2″ and “Arctic LNG 3”.
