The Duma adopted in the first reading a bill on the liberalization of LNG exports from Arctic projects

The State Duma adopted in the first reading the proposal submitted by the government billwhich allows the export of natural and associated gas in liquefied form from fields located wholly or partially to the north of 67 degrees north latitude.
The document was introduced on March 9, it refers to companies with a state stake of more than 50%, and among the areas subject to it are the subsoil of internal sea waters, the territorial sea, the continental shelf, the Black and Azov seas.
Deputy Energy Minister Anastasia Bondarenko said in April that if the bill “Rosneft» will receive the right to export LNG from 36 of its fields in the Krasnoyarsk Territory, in the Nenets and Yamalo-Nenets Autonomous Districts.
The official then noted that the bill was aimed at achieving the target for the production of 100 million tons per year of LNG by 2030, which is set in the Energy Strategy of the Russian Federation until 2035. The adoption of the document, according to her, will make it possible to monetize gas reserves that are unified gas supply system (UGSS).
Now there are only two large-scale LNG projects operating in Russia: Yamal LNG (design capacity – 16.5 million tons per year) of Novatek andSakhalin-2“(9.6 million tons), a controlling stake in which belongs to Gazprom. Also “Novatek” is implementing a medium-tonnage LNG project – Cryogas-Vysotsk (660,000 tons), and “Gazprom» launched an LNG plant at the Portovaya compressor station with a capacity of 1.5 million tons per year. In addition, there are 18 small-scale LNG plants operating in Russia with a total capacity of 260,000 tons per year. LNG production in Russia in 2022, according to Rosstat, increased by 8.1% and amounted to 32.5 million tons.
