The State Duma Committee recommended to adopt in the first reading the draft law on recommender algorithms

The State Duma Committee on Information Policy at a meeting today, July 18, recommended the adoption in the first reading of a bill aimed at legal regulation in the use of recommendatory algorithms for providing information on the Internet. So, the chairman of the IT committee, Alexander Khinshtein, stressed that the committee would ask to put the bill for consideration this week.

It is clarified that draft regulations have already been prepared by the RKN and will be transferred to market participants.

Regulation of recommendation services discussed from 2021. Initially, the deputies justified its necessity by saying that the content selected on the basis of recommendation algorithms on Facebook, Instagram (the sites are blocked in Russia, belong to Meta, which is recognized as extremist in the country and banned), YouTube and other resources, increases the risks of social conflicts. Against the initiative at different times spoke owners of social networks and search engines, including VK and Yandex, online cinemas, as well as technological startupsdeveloping recommender algorithms.
