Roskomnadzor launched a form of access to the register of ad placement services created in connection with the requirements for their work that have come into force. Websites included in the register must prevent its use for spreading extremism and committing criminal acts, as well as integrate with Gosuslugi and install an attendance counter approved by Roskomnadzor. Amendments to the federal law “On Information”, regulating the work of classifieds in Russia, were signed by President Vladimir Putin in December 2022. The rules for integration with Gosuslugi, developed by the Ministry of Digital Development, provide for the possibility of transferring information about transactions and vacancies on the sites to the state system; in the ministry claimed “Kommersant” that integration, on the contrary, is designed to ensure the transfer of data from “Gosuslug” to classifiers. Amendments in their original form, submitted to the State Duma before exit Dutch Prosus from the capital of Avito, set a limit on foreign ownership of ad services at 20%.

In the course of work on the bill, it also included a restriction on the use of foreign instant messengers in the banking sector and in the performance of “state or municipal assignments.” After the changes came into force, VTB, which by that time had announced the launch of online banking in Telegram, moved this functionality in VKontakte.
