The State Duma Committee on the Financial Market will study incoming applications from banks regarding the ban on the transfer of payment information to Telegram, which will come into force on March 1. If necessary, deputies will propose amendments to the law, said “RIA News” head of the committee Anatoly Aksakov.
The press service of Roskomnadzor told Kommersant that Telegram is included in the list of foreign messengers, and therefore, from March 1, it will limit the transfer of payment information for banks and chat bots to pay for donations and subscriptions.
According to adopted last year, amendments to the law “On Information”, services entered in the register of foreign messengers, from March 1, 2023, will be prohibited from connecting money transfer services, and structures performing a “state task” will be prohibited from sending personal data, information about payments and bank accounts.
At the same time, some Russian credit organizations have launched online banking in the messenger. In particular, on January 19, VTB announced the launch of a mobile bank within its Telegram chat bot: it allows you to check your balance and send money through a fast payment system. VTB told Kommersant that information that is a bank secret is not transmitted directly through Telegram.
