Roskomnadzor today, January 21, confirmed that Telegram is included in the list of foreign messengers, and therefore, from March 1, the transfer of payment information for Russian banks through it will be limited. As TASS was told in the press service of Roskomnadzor, from March 1, 2023, a number of organizations in Russia will be prohibited from using foreign instant messengers to transfer payment documents and personal data when providing services. Such a requirement is set out in the amendments to the Law “On Information” adopted last year.
Services entered in the register of foreign messengers will be prohibited from connecting money transfer services, and structures performing a “government task” from sending personal data, information about payments and bank accounts to them.
Roskomnadzor TASS explained that the criteria for recognizing a messenger as foreign are the ability to send messages to a specific user of the program, as well as information about the ownership of the program by a foreign person.
