What else will change in the electoral legislation

1. Regional election commissions distribute funds allocated from regional budgets for the preparation and conduct of elections to federal bodies of state power, and this money is also distributed by TECs. The amendments introduce the possibility of additional payments to voting members of commissions. Now they can receive additional payment for work in the commission, and according to the amendments, also for work on informing voters at the expense of funds allocated for holding elections from the regional or local budget.
2. In precincts that are formed in a remote military unit, PECs are formed by TECs (by decision of the TEC – by the commander of the military unit) from among the military personnel stationed in the unit, members of their families, and other voters who live within the location of the military unit, including those not included in the military unit. to the reserve of PEC compositions. Here, photo and video filming at the polling station in military units can only be carried out by accredited media in agreement with the unit commander.
3. In fact, a ban on photo and video filming at polling stations in military units is being introduced, according to election expert Stanislav Andreychuk: “Media representatives can do this in agreement with the unit commander, but it is difficult to imagine such a commander who would approve the filming. At the same time, it is in such closed communities that the possibility of recording violations is especially important, but now it is not clear how it will be possible to prove violations if they occurred during voting in a military unit.”
4. The law on public procurement will not be applied not only to the purchase of goods and services by the Central Election Commission, regional election commissions, but also when purchasing goods and services by regional election commissions and TECs using funds allocated from the budgets of regions and federal territories to assist in the preparation and conduct of federal elections government bodies.
5. At polling stations that are established outside the Russian Federation for voting by Russians, the start and end times of voting and its duration may be changed by the decision of the head of a diplomatic mission or consular office if the conduct may pose a threat to the lives of citizens. The Ministry of Foreign Affairs and the Central Election Commission must be informed about this. For voting abroad, in embassies and consulates, a rule has long been asked about the possibility of adjusting voting times to the work of these institutions, and not to the strict operating hours of ordinary polling stations from 8.00 to 20.00, says lawyer Oleg Zakharov.
